You equip them in your second weapon slot, so you can switch between your main weapon and the shoes. They don't seem to increase your jump height, but your movement speed definitely gets a boost. It feels like you're zooming past regular zombies. They also have a special move, similar to the baseball bat's swing, called "Race Run." It's pretty fun for maneuvering around the map quickly.
