When can you choose a SYNDICATE in Destiny 2: Renegades?
To choose a SYNDICATE, you must first complete the main Renegades mission. After that, you will get a mission called "The Territory War Begins," where you must choose one of the following:

Renegade Abilities
Each Syndicate gives you its own unique features and abilities, which we will explore below.
Each Syndicate grants you two abilities: one Renegade Ability and one exclusive ability.
Praxis Blade
By choosing a Syndicate, you will get a special Praxis Blade mod. These mods have 3 levels: Grip 1, 2, and 3. Your mod level increases as you raise your rank with the Syndicate.
Exclusive Weapon
You can buy a special weapon from each Syndicate. You can upgrade this weapon to higher tiers by increasing your rank with that Syndicate.

Which Syndicate features are better?
For the Praxis Blade, The Forces Reformation (Vex) is the best. Its Forceful Blade ability puts it above the other two, allowing you to deal more damage to enemies.
For the Renegade Ability, The Totality Division (Cabal) is the top choice. Its Imperium Behemoth ability is very powerful in PVE.
Regarding weapons, we have two top contenders here. The Totality Division offers the Modified B-7 Pistol Hand Cannon, which is great for PVE. The Forces Reformation offers the "All or Nothing" Strand Pulse Rifle, which is also an excellent option.
