Employing this analysis, you can conquer the battle within under two minutes by rendering his most hostile sections trivial.
Stage One: The Opening Stagger and Focus Accumulation
The opening of the battle decides the pace, allowing you to build up the necessary Focus points for your critical metamorphosis.

Opening Encounter and Punish Pattern
The Supreme Inspector always begins the fight with a specific flying attack when he enters the arena.
Dodge Trigger: Watch the bottom right of his model for a flash of red lightning around his right foot.
Dodge and Attack: The moment you see the red lightning, Dodge (don't deflect). Follow up with two Light Attacks immediately.
Invisibility Stagger: Use Cloud Step into hidden, and start charging a Heavy Attack. The two Light Attacks are to refresh Wukong so the charged Heavy Attack connects cleanly for a three-point stagger.
Follow-up: Follow the three-point Heavy Attack with Whirling Attacks to close the distance. Use the Earth Wolf Spirit (passive Focus gain) after a few hits and then the three Light Attacks, and then disengage.
Building Transformation Charges
Transformation is critical, so having sufficient Focus is a priority.
You will need three Focus Points ready for conversion into Transformation Charges the instant you take it.
The Earth Wolf Spirit's passive skill and the mounted Ān Pŭ Prayer Beads are strongly recommended to allow you to acquire these three points in time.
Phase Two: Trivializing Transformation Mid-Fight

Finishing Sequence: Close the distance with Cloud Step, then four-hit him and spam Light Attacks till the fight is over. The interrupt effect of Icy Fruit makes this sequence very easy.
